For the Brownie Base:

1 cup unsalted butter, melted

1 1/4 cups granulated sugar

3/4 cup packed brown sugar

4 large eggs

1 tsp vanilla extract

1 cup all-purpose flour

1 cup unsweetened cocoa powder

1/2 tsp salt

1/2 tsp baking powder

For the Cookie Layer:

1/2 cup unsalted butter, softened

3/4 cup granulated sugar

1/4 cup packed brown sugar

1 large egg

1 tsp vanilla extract

1 1/2 cups all-purpose flour

1/2 tsp baking soda

1/4 tsp salt

1 cup semi-sweet chocolate chips

Preheat the Oven: Preheat your oven to 350°F (175°C). Grease a 9x13 inch baking pan and line it with parchment paper, leaving some overhang for easy removal later.

    Prepare the Brownie Base:

      - In a large mixing bowl, whisk together the melted butter, granulated sugar, and brown sugar until combined.

        - Add in the eggs, one at a time, mixing well after each addition. Stir in the vanilla extract.

          - Sift together the flour, cocoa powder, salt, and baking powder. Gradually mix the dry ingredients into the wet ingredients until fully combined.

            - Pour the brownie batter into the prepared baking pan, spreading it evenly.

              Make the Cookie Dough:

                - In a separate bowl, cream the softened butter with granulated and brown sugars until light and fluffy.

                  - Beat in the egg and vanilla extract until well combined.

                    - In another bowl, whisk together the flour, baking soda, and salt. Gradually add the dry mixture to the wet mixture. Fold in the chocolate chips until evenly distributed.

                      Assemble the Layers:

                        - Drop spoonfuls of the cookie dough over the brownie layer in the baking pan. Use a spatula or your fingers to gently spread it out, covering the brownie layer. It's okay if it doesn't cover completely; it'll spread while baking.

                          Bake: Bake in the preheated oven for 30-35 minutes, or until a toothpick inserted into the center comes out with only a few moist crumbs. Do not overbake!

                            Cool and Serve: Let the brownies cool in the pan on a wire rack for about 15 minutes. Using the parchment overhang, lift the brownies out of the pan and allow to cool completely on the wire rack. Once cooled, cut into squares and serve.
